The National Assembly Deputies elected in a province or centrally-run city form a National Assembly Delegation. The National Assembly Delegation has a Head of Delegation, a Deputy Head of Delegation, a headquarters, an office to assist, and an operating budget according to regulations of the National Assembly Standing Committee.
The National Assembly Delegation has full-time representatives. National Assembly representatives in the Delegation have the responsibility to implement the work program and assignments of the Delegation, contributing to improving the effectiveness of the National Assembly Delegation's activities.
1. Mission:
- Coordinate with the Standing Committee of the Fatherland Front Committee, the Standing Committee of the People's Council, and the People's Committee in the locality to organize for National Assembly Deputies to meet voters;
- Organize the reception of citizens by National Assembly Deputies; receive, forward, monitor and urge the settlement of complaints, denunciations and recommendations of citizens that National Assembly Deputies and National Assembly Delegations have forwarded to competent agencies and organizations for settlement; invite representatives of the People's Council and People's Committee in the locality to attend the reception of citizens by National Assembly Deputies; in case of necessity, invite representatives of relevant local agencies to attend to receive and handle related issues;
- Coordinate with the Standing Committee of the People's Council and the Standing Committee of the Fatherland Front Committee in the locality to organize public consultation on draft laws, draft ordinances and other projects as required by the Standing Committee of the National Assembly;
- Organize for National Assembly Deputies to discuss draft laws, draft ordinances and other projects, and plan the agenda of National Assembly sessions;
- Organize for National Assembly deputies to supervise law enforcement, fight against corruption; supervise local legal documents; survey the actual situation in the locality; give comments to the locality on the implementation of socio-economic, defense and security tasks; when necessary, the results of supervision by the National Assembly delegation are announced in the mass media;
- Assign National Assembly delegates in the Delegation to participate in Working Groups and Supervisory Groups of the National Assembly Standing Committee, the Ethnic Council, and the National Assembly Committees;
Giving opinions on the introduction of National Assembly deputies in the Delegation to run for the National Assembly deputies of the next term; assigning National Assembly deputies in the Delegation to participate in the Supervision Delegation on the election of National Assembly deputies of the next term and the election of additional National Assembly deputies in the locality;
- Twice a year, in the middle and at the end of the year, report to the National Assembly Standing Committee on the activities of the National Assembly Delegation and National Assembly deputies, and at the same time notify the Fatherland Front Committee of the province or centrally-run city.
2. Duties of the Head of the National Assembly Delegation:
- Organize for National Assembly deputies in the Delegation to perform the duties of National Assembly deputies and the duties of the National Assembly Delegation;
- Maintain contact with the Chairman of the National Assembly, the Standing Committee of the National Assembly and National Assembly Deputies in the Delegation, the Standing Committee of the People's Council, the People's Committee, the Vietnam Fatherland Front in the locality and the National Assembly Office.
